Prior to the panel we will host our Annual Meeting where a recap of our chapter's accomplishments for the 2025/2026 program year will be provided, and Professional Achievement Awards recipients will be honored.

SMPS Connecticut is celebrating our industry's outstanding marketing and business development professionals of 2025/2026! The recipients of the SMPS Connecticut Professional Achievement Awards are being honored for their contributions to the chapter and the A/E/C industry.

Meet the Panelists:

As Principal of Goman+York Property Advisors, Michael Goman provides consultancy and advisory services to owners, executives, and investors in the commercial real estate industry. Goman has extensive experience in maximizing organizational effectiveness of real estate operating companies. He specializes in financial and organizational restructurings and workouts to enable ongoing effectiveness during challenging market conditions. Goman has 30 years’ experience in running publicly and privately held companies, dealing with capital markets/lenders/investors, creating, and executing disposition strategies in all U.S. states, Canada and several international markets.

Reaghan M. Schicker, AIA, ACHA | Director of Planning, Design & Construction | Connecticut Children's
A licensed architect with master’s degrees in Architecture (Wentworth Institute of Technology) and Business Administration (University of Hartford), Reaghan is Lean Healthcare certified and a member of the American College of Healthcare Architects. She also serves in volunteer leadership roles with the New England Healthcare Engineers’ Society and the Connecticut Chapter, where she contributes to advancing education and industry standards.

Ted DeSantos | Director of Construction | Winstanley Enterprises
Ted DeSantos is the Director of Construction at Winstanley Enterprises, where he oversees new construction, major renovations, capital improvements, and tenant fit‑out projects across the company’s portfolio. He leads the Winstanley Construction Management (WCM) Team in its role as Owner’s Representative, ensuring projects are delivered collaboratively with our tenants, on schedule, and on budget. WCM is responsible for procurement of consultants, contractors, and vendors for Winstanley Enterprises.
A licensed Professional Engineer, Ted brings more than 30 years of Connecticut‑based experience in industrial, life science, commercial, and retail development. Over his career, he has partnered with organizations including Amazon, Alexion, BioLabs, Pfizer, Yale University, Stop & Shop, Morgan Stanley, and many others.

Seila Mosquera-Bruno | Commissioner | Connecticut Department of Housing
Seila Mosquera-Bruno was appointed the Commissioner of Housing for the State of Connecticut by Governor Ned Lamont in 2019 and re-appointed for his second term in 2023. As Commissioner, Seila leads the state agency responsible for all affordable housing matters including development, preservation, acquisitions, homeownership, emergency shelter and homelessness support services. The Department of Housing administers $200 million for homelessness support and more than $800 million for development and preservation of affordable housing. Under Seila’s tenure, the agency has developed or preserved more than 14,000 housing units, with over 7,000 currently under construction.
Seila is responsible for creating and successfully launching two signature Department of Housing programs. Time To Own, the state’s down payment assistance loan program for first time homebuyers. Since its launch in late 2022 over 6,400 Connecticut residents have become homeowners with an average age of 34 and annual income of $70,000.
The second, Build for CT, is a workforce housing program that provides gap financing for developers of market-rate housing. Build for CT was launched in 2023 as a direct response to rising supply chain and inflation costs and secures at least 20% high-quality affordable units within the existing market rate plans. This unique program has generated more than 1,900 new units across the state with over 500 set aside for middle-income residents.
Meet the Moderator:

As Chief Architect for the state, David has organizational responsibility for construction project management and technical services for the state’s $1.4B construction program and oversees plan review for the state's $3B in active municipal school grants. David is responsible for developing and monitoring design and quality standards for new and renovated construction and participates in selecting AEC consultants for the state. David has been a consistent advocate for sustainability and decarbonization throughout his career. The Chief Architect is the State’s interface with the AEC industry. In addition to his role as Chief Architect, David is the Director of Operational and Process Planning within DAS and is the DAS Sustainability Officer.
David graduated from Duke University with a Bachelor of Arts degree, from Rensselaer Polytechnic Institute with a Bachelor of Architecture degree, and from the University of Connecticut with a Master of Public Administration. David was in private practice for 27 years prior to joining the state government as Chief Architect in 2013. He is noted for his historic preservation expertise and has been active in the architectural community nationally and in Connecticut, volunteering at AIA Connecticut and AIA National. David served for 14 years on the Connecticut Architectural Licensing Board (ALB) where he was appointed Chair in 2017 by Governor Malloy. David received the 2019 Public Service award from AIA / CT, acknowledging decades of participation within his community and the broader design profession. David was awarded Fellowship in AIA in 2020.
